Connecticut Seeks 2,000 MW of Offshore Wind Capacity
LCG, August 22, 2019--The Connecticut Department of Energy and Environmental Protection (DEEP) on Friday released a request for proposals (RFP) for offshore wind power projects. DEEP is seeking up to 2,000 MW, as required under Public Act 19-71, An Act Concerning the Procurement of Energy Derived from Offshore Wind.
"This RFP represents the future of the state's environmental, energy, and economic potential," said the Governor of Connecticut. "I commend DEEP and the Commission on Environmental Standards for working so thoroughly to find the right balance in this RFP to preserve our ocean ecosystem while encouraging the development of a local renewable energy industry."
Offshore wind projects are now targeted from Maryland to Maine as a key source of renewable energy to satisfy the high renewable energy requirements recently increased by many of the coastal states. Furthermore, many of the states of set specific requirements for offshore wind capacity, with New York setting the highest requirement of 9,000 MW by 2035. The requirement for Connecticut is 2,000 MW by 2030.
In June, legislation to allow the use of the Investment Tax Credit (ITC) for offshore wind projects (Incentivizing Offshore Wind Power Act) was introduced in Congress with the goal of supporting these relatively high-cost, offshore wind projects.
Responses to DEEP's RFP are due September 30th. In June 2018, DEEP issued an RFP for clean energy resources that included offshore wind, and Connecticut purchased 304 MW of offshore wind from the Revolution Wind project (now owned by Ørsted and Eversource).
