LCG, July 22, 2025--Enbridge Inc. (Enbridge) today announced that it has reached a final investment decision on the Clear Fork solar project located near San Antonio, Texas. Meta Platforms, Inc. (Meta), has signed a long-term contract for all of the renewable power generated from the 600-MW project.

Virginia Governor Signs Executive Order to Drive Renewable Energy Installations
LCG, September 18, 2019--The Governor of Virginia signed an Executive Order 43 yesterday setting statewide goals for clean energy deployment and expands upon the Commonwealth's commitments to reduce the environmental impact, mitigate the impacts of climate change, and boost the clean energy economy in Virginia.
The Executive Order includes a goal for Virginia of 30 percent renewable energy by 2030 and 100 percent carbon-free energy (i.e., including nuclear as well as renewables) by 2050. The Order calls for the Director of Department of Mines, Minerals and Energy (DMME), in consultation with the Secretary of Commerce and Trade, the Secretary of Natural Resources, and the Director of the Department of Environmental Quality (DEQ) to develop a State plan to achieve these goals. The Order builds upon and accelerates energy legislation (Senate Bill 966) signed by the Governor last year.
The Executive Order calls for the State plan to ensure at least 3,000 MW of solar and onshore wind are under development by 2022. Furthermore, the Order calls for up to 2,500 MW of offshore wind to be fully developed by 2026. To support achieving this goal, the plan shall include recommendations on the timeline and steps needed to achieve this offshore wind target, including working with Dominion Energy and the U.S. Bureau of Ocean Energy Management (BOEM) to submit the Construction and Operation Plan (COP) by 2021 with construction beginning by 2024.
The Governor stated, "Since I took office, our administration has been focused on establishing a strong and bold vision for Virginia as we work to modernize our electric grid and reduce barriers to the development of clean energy resources. We know the importance of a true shift to reliance on renewable energy sources in reducing our carbon footprint, growing our economy, and creating the clean energy jobs of the future. This Executive Order will help ensure that Virginia remains at the forefront of clean energy innovation, meets the urgency of the challenges brought on by climate change, and captures the economic, environmental, and health benefits of this energy growth in an equitable way that benefits all Virginians."
The goal of adding up to 2,500 MW of offshore wind projects is similar to requirements set by other states north of Virginia along the Atlantic seaboard. New York has set the highest requirement of 9,000 MW by 2035.
In June, federal legislation to allow the use of the Investment Tax Credit (ITC) for offshore wind projects (e.g., Incentivizing Offshore Wind Power Act) was introduced in Congress with the goal of supporting these relatively high-cost, offshore wind projects.
