Duke Energy Submits 2026 Carolinas Resource Plan to Public Service Commission

LCG, August 19, 2026--Duke Energy announced Monday that its 2026 Carolinas Resource Plan was submitted August 14 to the Public Service Commission of South Carolina (PSCSC). The company states that its strategy is designed to maximize the value of existing resource assets while (i) making prudent investments in additional diverse resources needed to serve South Carolina's growing population and economy and (ii) maintaining its focus on delivering safe, reliable and affordable energy. The PSCSC will now evaluate the 2026 Carolinas Resource Plan, hold a hearing in April 2027 and issue an order by June 2027.

Duke Energy's South Carolina president stated, "South Carolina's success depends on having the energy infrastructure in place to support new residents, new businesses and new or expanding industries. We've made significant progress executing the strategy outlined in previous resource plans, and this updated roadmap builds on that momentum and details the additional actions we need to take now to keep the Carolinas powered reliably and affordably as the region grows."

Duke Energy states that the 2026 Carolinas Resource Plan is consistent with previous resource plans and supportive of South Carolina energy policy goals under the 2025 Energy Security Act (Act 41). The 2026 Plan advances new generation, new energy storage and renewables opportunities, evaluates future nuclear generation options, maximizes energy efficiency and maintains flexibility to adapt as customer needs, technology and market conditions evolve. For example, natural gas is a major near-term reliability resource, with (i) efficiency upgrades completed and (ii) multiple combined cycle and combustion turbine projects advancing, including approval for a 1,400 MW new combined cycle facility in Anderson County secured and turbine supply agreements executed with delivery beginning from GE Vernova in Greenville, South Carolina.

Regarding energy storage, Duke Energy is scaling battery energy storage system (BESS) execution, with storage projects in service, equipment secured, interconnection activity underway, and an RFP for 400 MW of standalone storage in South Carolina. Similarly, solar procurement and construction remain active, including completed facilities, projects under construction, and RFPs for solar and solar paired with storage.

The path forward for nuclear power includes (i) maximizing the value of existing nuclear assets through license renewals, uprates, and fuel-cycle work, and (ii) evaluating potential new nuclear technologies and installation at sites in Cherokee County, South Carolina, and Stokes County, North Carolina.

Duke Energy's Grid Edge and customer programs, such as energy efficiency, demand response, electric vehicles, and clean energy offerings are included in the 2026 Plan as a key, strategic means to maximize value for customers by providing practical tools to manage energy use and electric bills while supporting system reliability and flexibility. By prioritizing cost-effective energy efficiency and customer-driven Grid Edge programs, the company believes it could defer or avoid the incremental build and costs of new generation resources.

Duke Energy's South Carolina president said, "As South Carolina continues to grow, we're continuing our investment not only in new energy resources, but also in programs and technologies that help customers use energy more efficiently and save money. From energy-efficiency programs to demand-response initiatives and our grid modernization strategy, this plan provides customers with more value while ensuring we have the reliable energy infrastructure needed to support the state's future."

The announcement also highlights Duke Energy's efforts to maximize the value that tax credits provide customers and to finalize the recently approved combination of Duke Energy Carolinas and Duke Energy Progress, which Duke Energy believes will deliver more than $5 billion in cost-saving benefits to the customers and communities the company serves.
