DOE Closes $1.9 Billion Loan to Restart Duane Arnold Nuclear Plant in Iowa

LCG, September 9, 2026--The U.S. Department of Energy’s (DOE) Office of Energy Dominance Financing (EDF) yesterday announced the financial close of a loan of up to $1.9 billion to NextEra Energy to support the finance of the restart of Iowa's only nuclear power plant, the Duane Arnold Energy Center. EDF has now financed three, carbon-free nuclear plant restarts and completed four concurrent conditional commitments and financial closings under the current Administration. This latest investment, along with the others, advance the Administration's energy dominance agenda and Executive Order, Reinvigorating the Nuclear Industrial Base.

The Duane Arnold restart will add 615 MW of carbon-free, baseload power to support electricity demand growth in Iowa and across the region. The nuclear facility ceased operations in 2020, and last October, NextEra Energy announced plans to restart the Duane Arnold Energy Center no later than the first quarter of 2029. Pending required U.S. Nuclear Regulatory Commission (NRC) licensing approvals, the plant’s restart will return reliable nuclear power to the grid and help meet growing electricity demand across Iowa and the Midwest.

The chairman, president and CEO of NextEra Energy stated, "Restarting Duane Arnold is about delivering new power to meet new demand while generating billions of dollars in economic value for Iowans. Just as importantly, it shows how America can support rapid economic growth and rising electricity demand while helping keep power affordable for existing customers. By bringing new generation online to serve new demand, we can strengthen the grid, create hundreds of good-paying jobs and help ensure Iowa families and businesses are not asked to bear the costs of growth. We appreciate the Administration's leadership in advancing America's nuclear renaissance and share its commitment to an all-of-the-above energy strategy that expands supply, strengthens energy security and keeps America competitive."

Deputy Secretary of Energy said, "President Trump has set an ambitious course to restore American nuclear leadership, and the restart of Duane Arnold Nuclear Plant in Iowa marks another step in advancing America’s nuclear renaissance. Returning 615 MW of reliable baseload generation will drive down electricity costs, while supporting thousands of American jobs. This Administration is pursuing a comprehensive nuclear strategy, restarting existing reactors, increasing the output of our nuclear fleet, and accelerating new construction, to build the abundant, affordable, and reliable power system required for American prosperity and reindustrialization."

The DOE's announcement summarized its nuclear energy goals, i.e., the DOE is accelerating the expansion of American nuclear energy and restoring U.S. nuclear leadership in order to provide affordable, reliable, and secure energy to the American people.

The EDF Director stated, "President Trump called for a nuclear renaissance, and the Department of Energy is delivering. Duane Arnold is exactly the kind of investment that will help restore American nuclear leadership, strengthen our energy security, and deliver the affordable, reliable power Americans need to fuel our nation’s future."
