NRC Wants More Information Before Indian Point 2 Restart
LCG, July 21, 2000--The Nuclear Regulatory Commission yesterday asked Consolidated Edison Co. of New York some tough questions about the utilitys Indian Point 2 nuclear power plant, and finding answers is likely to keep the 931 megawatt Buchanan, N.Y., plant off line for the rest of the summer. The plant was shut down on February 15 when one of the thousands of tubes in its steam generators sprang a small leak and emitted a one-cubic foot puff of radioactive steam into the atmosphere. The company would prefer to pinch off the offending tube and make do with one fewer, but it has been doing that for years, which is why Indian Point 2 puts out 931 megawatts on a good day instead of its design capacity of 975 megawatts.Con Edison concedes that the steam generators need replacing, but would like to wait until autumn to tackle the job, running the plant as is in the interim. That would be okay with the NRC if the agency were convinced it was safe to do so.NRC spokeswoman Diane Screnci said "We want more information. We did not accept or reject Con Edisons plan."And Joe Petta, a spokesman for the utility, said "We will be providing that information in a timely manner." He explained that the nuclear safety watchdog simply wants "amplification of answers we have already provided."The NRC probably wants a little more than amplification. In a letter yesterday to A. Alan Blind, Con Edisons vice president for nuclear power, the agency expressed concern over the rigor and thoroughness of the companys testing of the remaining steam generator tubes. The agency said its "staff cannot conclude that the applicable performance criteria will be satisfied for the proposed period of operation."In an addendum to the letter, outlining specific concerns, the NRC asked Con Edison to be about twice as tough in its analyses as it has been so far.
