Pipeline Blast Claims 11th Victim; Congress May Act

LCG, Aug. 22, 2000--The explosion of a natural gas pipeline near Carlsbad, N.M., early Saturday claimed its 11th victim yesterday in a Lubbock, Texas, hospital. The tragedy may prompt Congress to act on long-stalled bills that would step up pipeline inspections.

Rep. Jay Inslee, a Washington state Democrat, is sponsor of one such pending measure. "Its galling to think that more tragedies could happen while these bills sit in committee," he said yesterday.

The explosion occurred just before dawn on Saturday where two families were camped alongside the Pecos River near Carlsbad Caverns National Park. Ten people were killed outright, five of them children and two of them six-month-old twins.

The remaining survivor, the daughter-in-law of the man who died yesterday, remains in critical condition in the Texas hospital. Her parents, husband and two children were killed in the blast.

Only 42 people since 1986 had been killed in natural gas pipeline accidents before Saturday -- about a hundredth the number who die annually from accidental drowning. When a gasoline pipeline broke near Bellingham, Wash., a year ago killing three people, it prompted a flurry of legislative activity, but none of the proposed measures has made it out of committee.

Inslee said "My concern is the type of bill that makes it out of Congress. If it doesnt have any meat on its bones, then its not worth it." Similar legislation has been introduced by Rep. Bob Franks, a New Jersey Republican, and Arizona Sen. John McCain, also a Republican. The bills would require periodic pipeline testing, something the national Transportation Safety Board does not do now.

Inslee was appalled with the current state of the system. The Office of Pipeline Safety has been working on a national pipeline map and hasnt got the job done. "There are many things wrong with our pipeline system and many things that need to be fixed," Inslee said.

There are a lot more roads than pipelines, and all of them are mapped. Perhaps the most recent map of U.S. pipelines was that accompanying an article on pipelines that appeared in Colliers Magazine in 1957. We read the issue en route to New York to catch the Series.
