PJM Asks FERC for RTO Status

LCG, Oct. 12, 2000--PJM Interconnection and its nine transmission owners have jointly filed with the Federal Energy Regulatory Commission their Order 2000 Regional Transmission Organization compliance report, PJM said this morning. PJM said the filing is aimed at gaining FERC certification as an RTO.

Another important objective of the filing, according to PJM, is to gain approval of the transmission owners' rate proposal, which is intended to promote and expedite investment in new transmission facilities.

John M. Derrick Jr., chairman and chief executive of Potomac Electric Power Co., said "It is of critical importance that the reliability of the nation's electricity grid be maintained."

PJM believes it meets or exceeds FERC's requirements for an RTO. Since it became a fully functional independent system operator almost three years ago, it has been a leader in developing and putting to work the requisites of an independent regional transmission entity.

As to the grid infrastructure, Derrick noted that today there is virtually no incentive to build transmission because of cost recovery and siting challenges. "Recognizing the vital role of transmission in the developing competitive electricity market is essential," he said.

PJM pointed to its efforts in coordinating with the New York ISO, ISO-New England and the Ontario Independent Electricity Market Operator to standardize rules and protocols with an eye to forming a broad regional electricity market for the entire Northeast.

The filing also takes note of the decision by Allegheny Power Co. to join PJM, which has the potential to expand the PJM market into new areas to the west of its current territory.
