California Won't Help PG&E Buy Natural Gas
LCG, Jan. 17, 2001Gov. Gray Davis of California yesterday turned a deaf ear to a plea by Pacific Gas & Electric Co. for state help in buying natural gas to keep its 3.2 million customers warm through the winter, according to the governor's spokesman."The state is not going to provide emergency assistance," Steve Maviglio said.It could be a cold winter in Northern California where most homes are heated by natural gas. The problem does not affect Southern California where gas in provided by San Diego Gas & Electric Co. and Southern California Gas Co., both subsidiaries of Sempra Energy Inc. SDG&E was allowed to pass soaring electricity prices through to its customers instead of absorbing them and, though a lot of San Diegans were hit in the pocketbook and complained loudly, their utility and its parent are still solvent.Maviglio said Davis asked President Clinton to invoke provision of the Natural Gas Policy Act of 1978 giving the Secretary of Energy emergency power to order gas producers to continue selling gas to PG&E.PG&E said a week ago that more than half of its natural gas supplier had advised it they would not provide gas beyond current commitments. The utility has sufficient gas in storage only for a few weeks and may be forced to cut deliveries to industrial customers to keep residential customers warm.If that happens, many industrial customers could shut down operations, laying off residential customers who would then have difficulty paying their natural gas bills.
