Florida Panel Backs Wholesale Power Dereg
LCG, Feb. 1, 2001Florida's Energy 2020 Study Commission put a cautious toe into the electric deregulation waters yesterday by unanimously recommending that the state legislature consider opening the wholesale power market to competition. The commission's recommendation was part of its overall objective of determining the best way to allow all Florida electricity consumers to choose their own suppliers, something the panel feels will take several years. If the legislature acts on the panel's recommendation, it would open the way for merchant power plants to be built in Florida, including a facility proposed by Duke Energy Corp. in New Smyrna Beach. That project was stalled when the state's three big electric utilities prevailed on the Florida Supreme Court to rule that such a plant could not be built without legislative approval.Michael Green, general manager for Duke's operations in the southeastern United States, said hiscompany would immediately revive its plans to build the New Smyrna Beach plant.Commission chairman Walter Revell said Florida must build its sources of electric generation to avoid problems such as those in California, where no new power plants have been built in more than a decade. The Energy 2020 Study Commission was created by Florida Gov. Jeb Bush last May and has been under pressure to produce a recommendation for this spring's legislative session.
