Scottish Power Gets Utah Rate Hike for PacifiCorp

LCG, Feb. 5, 2001Scottish Power Plc, the big British utility that owns PacifiCorp, said this morning that Utah regulators had granted it a $70 million electricity rate increase to compensate for soaring power costs.

The rate hike was solely for increases in the cost of providing power, and does not compensate PacifiCorp for expenses incurred in connection with the breakdown of its 430 megawatt Hunter power plant in Utah, which is costing the utility a million dollars a day.

Scottish Power said it was pursuing rate increases in five other states where PacifiCorp does business. The entire U.S. West is caught in a power shortage, noted Scottish Power Chief Executive-designate Ian Russell who said that the tight wholesale power market was expected to persist for the next year or so until new generating capacity comes online and California adjusts its regulatory structure.

The Utah Public Service Commission also granted Scottish Power the right to use "deferred accounting" for a separate claim it intends to make as a result of the Hunter plant breakdown that occurred last November 24.
