AES SoCal Plants Get 10-day Emissions Break

LCG, Feb. 12, 2001AES Southland, the operator of about 4,000 megawatts worth of aging power plants purchased from Southern California utilities under the state's electric restructuring law, said this morning that it had reached agreement with a state environmental agency that will allow the plants to continue to provided much-needed power to the California grid.

Other operators of power plants in the southern part of the state were also covered by an executive order issued by the South Coast Air Quality Management District. The 10-day order allows the power plants to continue in operation without violating rules of the Clean Air Act, specifically regarding compliance with nitrogen oxide emissions limits.

AES Southland Mark Woodruff said "We are pleased that this Order will allow AES to lawfully operate all of its generating units during this time of crisis. AES appreciates the efforts of Barry Wallerstein, members of the District staff, and senior officials from the State who have taken this important step during these difficult times for California."

AES said it has pending permits to retrofit emission controls on 8 generating units at a cost of$38 million. "Selective catalytic reduction is the long term solution to this problem. We hope that theappeal of the approval in the case of two units at our Huntington Beach plant does not further delayinstallation at that location", Woodruff said.
