Alliance RTO, Midwest ISO Shake Hands

LCG, Feb. 27, 2001The Alliance Regional Transmission Organization said yesterday it has reached an agreement in principal with the Midwest ISO that calls for the continuation of the two RTOs while establishing a single pricing structure and an inter-RTO coordination agreement that will help facilitate bulk power transactions in the Midwest.

The settlement agreement came in proceedings conducted by the Federal Energy Regulatory Commission.

Stan Szwed, a vice president of First Energy Corp. and chairman of the Alliance management group, said the agreement "represents a true compromise that meets the needs of transmission customers, owners, and regulators. This agreement acknowledges the development of two RTOs with different business structures in the region, while addressing seams issues that will be important to the development of the energy market."

Under the settlement, which must be ratified by FERC, the Midwest ISO will drop its objections to two members, Illinois Power Co. and Ameren Corp., switching to Alliance.
