New York Mayor Wants Power Price Controls

LCG, March 29, 2001--New York Mayor Rudolph W. Giuliani yesterday said yesterday that wholesale price controls on electric power are needed if his city and the state are to avoid a repeat of last year's price spikes, or worse.

Speaking to Wall Street, real estate and public utility officials gathered at historic 23 Wall Street, the former headquarters of J. P. Morgan & Co., Giuliani said that with power supplies limited in New York City and rapidly increasing demand for electricity, it is too early to turn the sector loose to market forces.

"The double-digit price increases that New Yorkers had to pay last summer are just unacceptable," Giuliani said. "Deregulation should not be abandoned, it should be completed," he continued. "The problem is, unfortunately, when it was done we didn't think through all of the impacts it would have, how quickly it would have an effect on us, and it needs some adjustment right now."

Giuliani noted the efforts to place a fleet of small generators in New York neighborhoods to provide power this summer. He urged the state to accelerate environmental and regulatory reviews for the plants, and asked civic leaders and judges not to try to block these projects and also urged more power conservation.
