Calpine Asks for Okay on 1,100 Megawatt NorCal Plant
LCG, March 30, 2001Calpine Corp. said yesterday it has filed an application with the California Energy Commission seeking authorization to build a 1,100 megawatt natural gas-fueled, combined-cycle merchant power plant in Northern California's San Joaquin Delta area, near the town of Bethany.Calpine noted that its filing marks the beginning of an extensive commission licensing process required to build and operate an electricity generating facility in California.Calpine's East Altamont Energy Center will be built next to a substation owned by the federal Western Area Power Administration. Because of WAPA's involvement, it will serve as lead agency for a federal Environmental Impact Statement review that will proceed at the same time as the Energy Commission review.Calpine hopes that all approvals can be received in time to begin construction of the new plant in the middle of next year. If so, commercial operation could begin by mid-2004.The interconnect with WAPA's substation will permit the plant's output to be moved to customers in the San Francisco East Bay, the Central Valley and other Northern California markets.
