PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

Puget Sound Energy Starts Construction on 142-MW Appaloosa Solar Project in Washington

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

Lisa M. Bodensteiner, general counsel for Calpine Corp., has been promotedto senior vice president. In 1996, Bodensteiner joined Calpine as associate counsel. Since then, her responsibilities have grown rapidly to include oversight of a large and expanding legal staff at the corporate office and the regional offices in Boston, Houston and Pleasanton, Calif.

John Erickson has been named president of Otter Tail Corp., the new name of Otter Tail Power Co. He was made an executive vice president in June of last year in preparation for the retirement of John MacFarlane who will remain chairman and chief executive until 2002, when Erickson is expected to succeed him in those positions.

Alan J. Noia, chairman, p[resident, and chief executive ofAllegheny Energy Inc., has been elected a director of the Electric Power Research Institute for a four-year term, beginning this month.

Bruce E. Walenczyk will join Allegheny Energy Inc. May 1 as senior vicepresident and chief financial officer, replacing Michael P. Morrell, who was appointed president of Allegheny Energy Supply Co. earlier this year. Walenczyk was most recently financial vice president with PSEG Energy Holdings Inc.

Deaths

George L. Ingalls, a New York Power Authority trustee for 23 years until his retirement in 1990, died Tuesday at Our Lady of Lourdes Hospital in Binghamton. He was 86. Ingalls was appointed to the board by Governor Nelson A. Rockefeller in 1967, and his 23 years as an NYPA trustee -- 17 years as vice chairman --is a record. His lengthy tenure was recognized in 1991 when the powerhouse at the Power Authority's Blenheim-Gilboa pumped storage power project in Schoharie County was named for him.
