No Bias Found in Yucca Mountain Nuke Review
LCG, April 26, 2001Charges of "bias" levied against an evaluation of the Yucca Mountain, Nev., nuclear waste repository by Sen. Harry Reid, a Nevada Democrat, have no basis, the Department of Energy's Office of the Inspector General said."This report has raised the issue of potential bias in the study of the suitability of Yucca Mountain and has put the DOE and their contractors on notice that we are watching very, very carefully," said Reid. The 14-page report from DOE Inspector General Gregory Freeman said "We could not substantiate the concern that bias compromised the integrity of the site evaluation process, or that the (DOE) or its contractors considered a formal or informal strategy for supporting the site characterization recommendation in violation of the law."Reid contended that the report "acknowledged that the overview contained statements which were biased in favor of the proposed repository," a point Freeman's report conceded. The statements were part of a working draft of the Site Recommendation Consideration Report that was never intended for release. The statements "could be viewed as suggesting a premature conclusion regarding the suitability of Yucca Mountain," the Inspector General noted.Energy Secretary Spencer Abraham said the DOE objected to those statements during its own review of the documents and those statements were removed from subsequent drafts. "We will all remain vigilant in ensuring that we perform our work without any preconceived opinions or bias," Abraham wrote. "We must ensure that our work does not even raise the perception of possible bias."Reid, and other members of the Nevada congressional delegation, have been resolute in their opposition to the use of Yucca Mountain, or anyplace else in their state, as a permanent repository for spent fuel from the nation's nuclear power plants.
