PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

Puget Sound Energy Starts Construction on 142-MW Appaloosa Solar Project in Washington

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

Robert E. Busch, senior vice president for finance and chief financial officer of Public Service Electric & Gas. Co., has been given the additional role of president and chief operating officer of PSEG Services Corp. Both firms are units of utility holding company Public Service Enterprise Group.

Mitch Davidson has been appointed senior vice president for origination for the eastern United States by the Duke Energy North America unit of Duke Energy Corp.

Bonnie G. Hill has been appointed a non-executive director of National Grid Group Plc, effective upon the company's acquisition of Niagara Mohawk Holdings Inc. of which she is currently a director. Dr. Hill is president and chief executive The Times Mirror Foundation and a senior vice president of the Los Angeles Times newspaper.

Marcus Jackson has been appointed president and chief executive of Semco Energy Inc., a natural gas company serving customers in Alaska and Michigan. Jackson, most recently an executive vice president of Kansas City Power & Light Co., is already a member of Semco's board.

Lawrence C. Nussdorf has been elected a director of Potomac Electric Power Co. He is president and chief operating officer of Clark Enterprises Inc., and vice president and treasurer of The Clark Construction Group Inc.

Pauline A. Schneider has been elected a director of Potomac Electric Power Co. She is a partner in the law firm of Hunton & Williams.

David Wiggs has been named interim general manager of the Los Angeles Department of Water and Power, replacing S. David Freeman who has accepted an as-yet-to-be-defined energy position in the administration of California Gov. Gray Davis. Wiggs is best known as the former head of El Paso Electric Corp. In that role he had the dubious distinction of becoming only the second utility executive since the Great Depression to lead a company through Chapter 11 bankruptcy.
