Six Firms Qualify for Brazil's Cesp Auction

LCG, May 11, 2001The energy secretariat of Sao Paulo state in Brazil said yesterday that a Brazilian utility and five foreign firms have qualified for the May 16 auction of Cesp Parana, which provides about half of the electric power consumed in Brazil's most populous state.

Attempts to auction Cesp fizzled last year when all bidders withdrew at the last minute, citing risks in the utility's debt portfolio and its inability to fill the reservoir behind one of its largest hydroelectric facilities. Most of the companies problems have been resolved, observers say.

Base price for next Wednesday's auction has been set at 1.74 billion reals ($765 million U.S.), the same price in reals as last year's attempt. The price is lower in U.S. dollars, however, because of sharp declines in the Brazilian currency against that of the U.S.

A spokeswoman for Sao Paulo state said Duke Energy Corp., AES Corp. and NRG Energy Inc. of the U.S.; Electricit de France, and Electricidade de Portugal qualified to bid for Cesp. Minas Gerais state utility Cemig, which was restricted from bidding for a controlling stake in Cesp, was authorized to participate provided that it forms a bidding consortium with another firm.
