A joint venture of PSEG Global and GMR Vasavi Group will operate the plant, which is expected to begin combined cycle operation in July.

If PSEG runs into problems with the Karnataka State Electricity Board, similar to those which beset Enron Corp.'s Dabhol Power Co. with the Maharashtra State Electricity Board, the barge may make it possible to tow the whole operation to a more investor-friendly venue.
