PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

Puget Sound Energy Starts Construction on 142-MW Appaloosa Solar Project in Washington

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

NERC Asks Lawmakers to Make Rules Enforceable

LCG, June 29, 2001Officials of the North American Electric Reliability Council testified Thursday before the U.S. Senate Committee on Governmental Affairs, telling lawmakers that Congress must act to ensure the continued reliability of electricity transmission systems.

NERC said it and a broad coalition of state, consumer, and industry representatives support federal legislation that would transform the current system of voluntary compliance with NERC transmission system operating policies into a set of mandatory and enforceable reliability rules.

NERC is an industry group made up mostly of electric utilities. It was formed in the wake of large and highly publicized blackouts that hit New York City more than three decades ago. Among those inconvenienced at the time was Chet Huntley, whose nightly NBC News was one of the most watched television shows in the nation.

When NBC studios went dark, Huntley was forced with others to walk down dozens of stories of stairs in an inky stairwell to the street. He placed his hand on the shoulder of a young staffer who had a pocketful of book matches and together they guided several NBC employees to safety.

NERC said yesterday that pending legislation would allow NERC to be transformed into an independent, industry self-regulatory reliability organization with Federal Energy Regulatory Commission oversight in the United States. NERC's 10 regional councils also include parts of Canada and Mexico.

NERC general counsel David N. Cook told the Senate panel that "changes taking place as the electric industry undergoes restructuring are recasting the long-established relationships that reliably provided electricity to the nation's homes and businesses."

Cook assured the lawmakers that "those changes will not jeopardize the reliability of our electric transmission systems if we adapt how we deal with reliability of the bulk power system to keep pace with the rest of the changes that the electric industry is now experiencing."

So pass the legislation, please.
