IBEW Walks Out at 12 Midwest Generation Plants

LCG, June 29, 2001Edison Mission Energy subsidiary Midwest Generation said yesterday that all 12 of its Illinois power plants were continuing to operate despite a walkout by members of the International Brotherhood of Electrical Workers.

The 12 plants seven baseload stations and five peaking units produce a total of around 9,300 megawatts, a quarter of all electricity generated in Illinois. Midwest said management and supervisory employees were operating the plants, which supply power to Commonwealth Edison Co., their former owner.

The company said the union had rejected a pay increase and demanded contract provisions that would "compromise the company's ability to operate and maintain its facilities."

Local 15 of the IBEW, which represents 1,150 workers at the plants, accused Midwest of refusing to bargain in good faith, and claimed it had "proposed a collective bargaining agreement that would retain the ordinary and customary practices and the arbitration awards that have been in place for 15 years."

William Starr, president and business manager of the local, said "because the company hasrefused to accept reasonable proposals offered by Local 15, we are forced to strike."

Georgia Nelson, president of Midwest Generation, denied that the union's proposals were "reasonable" and said the plants would be run by "trained and experienced management and supervisory personnel, many of whom come from the ranks of our plant operations."
