DTE to Switch from Alliance to Midwest ISO

LCG, Sept. 4, 2001--DTE Energy Co., parent holding company for Detroit Edison Co., said Friday it will ask federal regulators to allow it to join the Midwest Independent System Operator and withdraw from the rival Alliance Regional Transmission Organization.

DTE is going counter to the recent rush of utilities from the Midwest ISO to Alliance.

DTE said in a news release that its International Transmission Co. subsidiary would file with the Federal Energy Regulatory Commission to withdraw from Alliance and that it will then join the Midwest ISO in a membership category for independent transmission companies.

Utilities with nearly 63,000 miles of transmission lines covering more than 300,0000 square miles from Montana to Kentucky are currently members of the nonprofit Midwest ISO, which is scheduled to become operational in December.

The for-profit Alliance RTO will operate in 11 states, stretching from Missouri to Virginia, with about57,000 miles of transmission lines.

Anthony Earley Jr., DTE Energy chairman and chief executive, said choice of an RTO "is simply a decision based on which RTO best fits a transmission provider's interests." He added that the Midwest ISO "provides a flexible operating environment for both a transmission-dependent utility such as our Detroit Edison subsidiary and an independent transmission company such as our ITC subsidiary."
