PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

Puget Sound Energy Starts Construction on 142-MW Appaloosa Solar Project in Washington

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

Warner L. Baxter, controller of Ameren Corp. has been given the additional responsibilities of senior vice president for finance, replacing Donald E. Brandt who has chosen to resign in order to provide energy consulting services. Baxter will also be chief financial officer of subsidiaries Union Electric Co., Central Illinois Public Service Co. and Ameren Services.

Allison G. Bridges has been named senior vice president for strategic marketing by the gas pipeline unit of The Williams Companies Inc. She will continue to have responsibility for customer relations and business development for national accounts, service delivery and e-business initiatives for Williams' gas pipeline unit. Bridges most recently served as vice president for strategic marketing.

Linda C. Byus has joined Exelon Corp. as vice president for investor relations and shareholder services, with responsibility for communications with investors and the analyst community onExelon corporate strategy and financial performance. She most recently director of U.S. utility research with Dresdner, Kleinwort, Wassertein Securities LLC.

William R. Doucette has joined the Duke Solutions business unit of Duke Energy Corp. as vice president for sales and marketing. He has previously worked for leading energy and telecommunications firms including PG&E Energy Services, Penn Union Energy Services, AT&T Communications, British Telecom and Contel Corporation.

James C. Moore has been appointed senior vice president of group planning and development by the gas pipeline unit of The Williams Companies Inc. He will continue to have responsibility for acquisitions and strategic planning for Williams' gas pipeline unit. Moore most recently was vice president for group planning and development.

Leon J. Olivier has returned to the Northeast Utilities family as president and chief operating officer of Connecticut Light & Power Co., after a brief hitch as Entergy Corp. senior vice president for the Indian Point nuclear power plant. Before joining Entergy earlier this year, Olivier was senior vice president and chief nuclear officer of Northeast Nuclear Energy Co.

Judy Pensabene has been promoted to vice president and assistant to the chief executivre of Constellation Energy Group, reporting to chairman and CEO Christian H. Poindexter. She joined the company in 1995 as director of federal affairs.

Gary Rainwater has been named president and chief operating officer of utility holding company Ameren Corp., succeeding Charles Mueller, who will remain chairman and chief executive. Rainwater will remain president and chief executive of AmerenCIPS, (Central Illinois Public Service Co.) and will also become president and COO of AmerenUE (Union Electric Co.), itsMissouri-based utility company, and of the Ameren Services unit.

Leonard M. Willoughby has been assigned by the Nuclear Regulatory Commission as resident inspector at the Ft. Calhoun Nuclear Station in Nebraska. He joined theNRC in May 1999, and has worked in the Region IV offices in Arlington, Texas, as a project engineerand reactor engineer in the Division of Reactor Projects.
