Common Cause Wants DavisFined for Conflicts of Interest
LCG, Aug. 1, 2001The director of the California branch of Common Cause, a nonpartisan public interest group, said yesterday that the office of Gov. Gray Davis and the California Department of Water Resources should both be fined for violations of the state's Political Reform Act."I think there has been an alarming pattern from the governor's office of disregarding the state's conflict-of-interest laws," said Jim Knox, executive director of California Common Cause. "These are awfully smart people. It really surprises me that the governor's office seems to be unfamiliar with fundamental conflict-of-interest laws that govern all state and local government."Davis has argued that people hired as "consultants" were not required to submit financial disclosure information as are all state employees, but under pressure from state Secretary of State Bill Jones, a Republican who has his eye on Davis' job, finally requested them to do so.What he found out, if he didn't know it already, was that at least nine consultants and contractors hired earlier this year to buy power for the state or to advise state officials on energy policy had significant interests in power companies. The governor's legal affairs secretary, Barry Goode, ordered several of the consultants to sell their stock in the power companies or quit their jobs, but none seem to have done either. Last Friday, five were sacked for possible conflict-of-interest violations and a sixth quit on her own.Yesterday, EnergyOnline Daily News learned that Goode, himself, either owns or has recently owned stock in energy companies. This came on top of yesterday's news that Steve Maviglio, the governor's spokesman, owns stock in Calpine Corp. and Enron Corp. The Secretary State harrumphed "This latest demonstration of apparent corruption and illegality comes after a tumultuous week as the governor's office has attempted to conceal or reverse months of conflicts of interest and personal profiteering by those entrusted with billions of taxpayer dollars."Hilary McLean, an alternate mouthpiece for the governor, tried to brush the charges under the rug, calling the brouhaha a "witch hunt.""This whole story got generated by phone calls from the Secretary of State's Office, who was making phone calls on the taxpayer dime trying to gin up a politically motivated smear story," she said, "and I think he admirably succeeded, if that is your criteria."The singular is "criterion," but she could have said "if those are your criteria." If we can't have ethical conduct, at least give us good grammar.
