Davis Names California Power Authority Board
LCG, Aug. 14, 2001--California Gov. Gray Davis yesterday appointed four members to the state Consumer Power and Conservation Financing Authority Board, a newly created agency that could build and own power plants and do lots of other mischief.Davis named former director of the Los Angeles Department of Water and Power S. David Freeman, his chief energy advisor, as chairman of the five-member board and John Stevens, Davis' former staff director; Donald Vial, a former member of the Public Utilities Commission and the Fair Political Practices Commission; and Sunne McPeak, a former Contra Costa County supervisor now running the Bay Area Council. The fifth member of the board will be Phil Angelides, the state treasurer, who is required to serve under the law that created the authority.California Secretary of State Bill Jones, a Republican who is expected to challenge Davis for governor next year, disparaged the appointments of Freeman and Stevens, saying the two were "the very same players who took us from a short-term energy crisis into what now is exploding into a decades-long fiscal crisis that will mortgage the future for our children and grandchildren."Even consumer activists who are ordinarily sympathetic to Democrat appointments found something to complain about. The Utility Reform Network warned that the new agency has potential authority over almost all aspects of the state's energy policy but there's no way for members of the public to make their views known to the body."It looks like the authority will be a closely-held subsidiary of the Governor, answerable only to him," TURN said in a statement yesterday. "Consumers are in the dark as to how the members were chosen and what their roles will be."
