6 Midwest Utilities Form Transmission Company

LCG, Oct. 1, 2001--Six Midwestern electric utility companies asked federal regulators on Friday to let them integrate operations of their electric transmission systems into a single, efficient system through the formation of Trans-Link Transmission Co.

The application to create the for-profit, transmission-only company, was filed with the Federal Energy Regulatory Commission by Alliant Energy Corp's Iowa-based subsidiaries IES Utilities Inc. and Interstate Power Co., Corn Belt Power Cooperative of Iowa, Mid-American Energy Co. of Iowa; Nebraska Public Power District, Omaha (Neb.) Public Power District, and Xcel Energy Inc. of Minnesota.

The utilities said they will participate in Trans-Link through a combination of divestiture, leases and operating agreements.

"Combining and standardizing our transmission operations will allow more efficient electricity markets to develop, helping to prevent the price and reliability problems customers have experienced in other areas of the country," said Audrey Zibelman, transmission vice president with Xcel Energy and Trans-Link spokeswoman.

The participants said they have entered into a memorandum of understanding with the Midwest Independent Transmission Operator Inc. in which they agree that Trans-Link will contract with the ISO for certain functions and services required by FERC of regional transmission organizations.
