Sale of Brazil Utility Copel Delayed
LCG, Oct. 31, 2001--The government of the state of Parana in Brazil yesterday postponed today's privatization sale of 88.64 percent of its Companhia Paranense de Energia (Copel) because none of the qualified bidders had deposited financial guarantees. The Parana state government said in a news release that a new sale date would be established as soon as legal conditions are met and a state official said that could be as soon as November 12. In its statement, Parana said the new deadline for financial guarantees would be November 6.Not everyone saw the delay as a bad thing. "There is more time now for companies to unite in consortiums," said Andre Segadilha, a Brazilian electricity sector analyst. The postponement will also give the state of Parana time to deal with two court injunctions blocking the sale. One company -- Brazilian mining giant Vale do Rio Doce -- said it would drop out of a consortium with the industrial firm Votorantim, but it was unknown whether the latter would proceed alone or try to find another partner.Belgium's Tractebel remains the leading bidder for Copel.
