PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

Puget Sound Energy Starts Construction on 142-MW Appaloosa Solar Project in Washington

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

Philip Ackerman, chief executive of National Fuel Gas Co., has been elected chairman, succeeding Bernard Kennedy. Acklerman had replaced Kennedy as chief executive in October.

Steven Dennis has been assigned by the Nuclear Regulatory Commission as its resident inspector at the two-unit, 1,733 megawatt Oyster Creek nuclear power plant operated by Duke Energy Corp. at Lacey Township, N.J.

Stephen Frank, chairman and chief executive of Southern California Edison Co. for the past six years, will retire January 1. He will be replaced by Alan Fohrer, who becomes chairman and chief executive of the utility. Robert Foster was named president. Frank had planned to retire last year but was asked to stay on during the state's energy crisis.

William J. Heller has been named chief executive of Edison International Inc. unit Edison Mission Energy, which says it is among the country's largest generation businesses. He will succeed Alan J. Fohrer, who has been appointed chairman and chief executive of Southern California Edison Co. The changes occur on January 1.

Roy McAllister has joined Mirant Corp. as senior vice president for external affairs. He was most recently vice president for external affairs with Cingular Wireless.

Michael G. Morris, president, chairman and chief executive of Northeast Utilities, has been appointed by U.S. Energy Secretary Spencer Abraham to serve on the Department of Energy's newly created Electricity Advisory Board, a high level advisory board that will provide the secretary and the DOE with expert advice, information, and recommendations on electricity issues.

Manuel T. Pacheco, president of the University of Missouri System, has been appointed to the Public Service Company of New Mexico board of directors, replacing John T. Ackerman who retired on November 30.

Alan Richardson, chairman of Oregon-based utility PacifiCorp and a director of parent company Scottish Power, has lost his positions because of poor U.S. results that helped wipe almost a quarter off the value of Scottish Power shares this year.

G. Patrich Simpkins, formerly senior vice president and lead managing director of Duke Capital Partners, has been named executive vice president and chief risk officer of TXU Corp. He will also direct the activities of TXU's corporate risk monitoring committee.

Thomas Skains has been elected president and chief operating officer, a new position, of Piedmont Natural Gas Co. Inc., effective in February. As president, he replaces Ware Schiefer, who will remain the company's chief executive.

DEATHS

Cuba Wadlington Jr., president and chief executive of Williams' gas pipeline division and executive vice president of The Williams Cos., died Sunday morning at a Tulsa hospital of complications related to cancer. He was 58.
