Nevada Water Agency Wants Stake in Power Plant

LCG, Jan. 21, 2002--A gas-fired power plant being developed by Pinnacle West Capital Corp. could be owned in part by the Southern Nevada Water Authority, which would be able to acquire half of its power requirements from the plant's output.

The agency's board last Thursday voted to purchase up to a $115 million stake in the Silverhawk plant that is to be built as part of the Apex industrial area. An alternative to acquiring ownership is a 10-year wholesale purchase agreement. The final decision will be rendered by the time the plant is completed, projected to be June 2004.

Pat Mulroy, general manager was quoted by the Las Vegas Review-Journal as saying, "this is the first true public-private project (for the authority)." According to David Donnelly, the water district's deputy general manager, the investment would provide reliable, low-priced power without financially harmful price spikes. Other water utilities in the western U.S. hold partial interests in power plants, and can obtain power for water pumping and treatment through them.

At times of peak power usage for the area, water pumps could be shut down, and surplus power sold on the wholesale market.
