Heat and Power System To Remain With Powergen Following Lackluster Bids

LCG, Jan. 22, 2002--After Powergen, the British utility, received what it considered to be unsatisfactory bids for its combined heat and power (CHP) system, the company chose not to sell the system.

The economic performance of the CHP assets were known to have suffered with the implementation of the new electricity trading arrangements (NETA), in March 2001. This had been a primary reason for Powergen's attempt to find a buyer. Paul Goldby, executive director of UK operations, indicated in a statement that no bid had matched the company's assessment of the CHP business' value.

The CHP system consists of 17 operating facilities and four that are under construction, with staff of about 230. CHP systems, unlike conventional power plants, utilize heat released in the production of electricity to provide steam for heating buildings. The total output of Powergen's completed system will be 600 megawatts of electrical power and 1,000 megawatts of steam.

The government announced in November 2001 that output at CHP systems had declined 60 percent since March, resulting in an ongoing appraisal of how NETA might be affecting such systems. CHP systems' highly variable output, which is uncompetitive under NETA, coupled with the effects of 25 percent lower electricity prices and natural gas prices that remain high, have contributed to the decline.
