US to Employ Soviet Nuclear Scientists in Kazakhstan

LCG, Jan. 31, 2002--Hundreds of former Soviet scientists and engineers are expected to process uranium concentrates at a defunct Soviet weapons plant in Kazakhstan.

The U.S. government hopes that the project will lower the possibility of the Soviets' finding employment in "rogue nations." The Ulba Metallurgical Plant in Oskemen will receive shipments of concentrates from a U.S. company, Global Nuclear Fuel, LLC, which is a joint venture of General Electric Co., Hitachi Ltd., and Toshiba Corp. Additional funding above the initial $3 million will come from the U.S. Energy department, which will provide $1.2 million.

Low-enriched uranium will be obtained through a patented process, and then shipped to North Carolina, where the uranium will be made into nuclear fuel rods for U.S. plants.

U.S. Energy Secretary Spencer Abraham announced at a news conference that the project will "become a reliable source for U.S. fuel production and will play an important new part in our global nonproliferation efforts." Kazakhstan is a former Soviet republic that became independent in 1991.
