ISO-New England Says Connecticut at Risk

LCG, Feb. 7, 2002--The chief operating officer of ISO-New England, Stephen G. Whitley, is concerned that transmission lines in Connecticut will make the state vulnerable to blackouts this summer.

Whitley stated that significant conservation measures would be needed to head off "an imminent energy crisis," particularly in the southern part of the state, including Fairfield County. He noted that while demand for electricity has increased 25 percent in the past 10 years, "the cracks in the (transmission) system are beginning to show."

He said that last summer, an undersea line from Long Island into Connecticut was used to import power when two in-state lines failed.

Connecticut Light & Power is working on upgrades to the transmission system that are due to be completed in 2003, and which would transmit four to six times as much power as the current lines. The Office of the Consumer Counsel and Attorney General General Richard Blumenthal have suggested that Whitley's claims are overstated, with Assistant Consumer Counsel Eugene Koss alleging that the warning is a way to overcome opposition to CL&P's grid work. Blumenthal commented to the New Haven Register, "we've seen no data to support what they're saying."
