California to Pay Fine for Ethics Violation

LCG, March 8, 2002-California's Department of Water Resources (DWR) admitted it did not require 52 energy consultants to reveal accounts and will incur a $69,500 fine.

During last year's energy crisis, many DWR staff, hired at the last minute to help the state buy power, neglected to disclose information regarding energy deals, stock holdings and other energy investments. "In some of these instances, we had a delay in notifying the consultant of their obligation to file. Essentially, we were late," said DWR spokesman Oscar Hidalgo.

In July last year Secretary of State Bill Jones charged that consultants bought power for California from companies in which they personally owned stock. Five were dismissed in August. Those who failed to give statements were more than 100 days late providing the required information.

The DWR avoided paying the maximum fine of $260,000, which still pales in comparison with the $43 billion worth of contracts that California signed. Criminal investigation by Attorney General Bill Lockyer is ongoing.
