PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

Puget Sound Energy Starts Construction on 142-MW Appaloosa Solar Project in Washington

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

California Files New Complaint Against Power Companies

LCG, Mar. 21, 2002--California's Attorney General Bill Lockyer filed a complaint with the Federal Energy Regulatory Commission on Wednesday, alleging that generators had not responded to record-keeping rules regarding their rates.

In a prepared statement, Lockyer said, "by not filing their rates, either before of after the fact, wholesale power providers have managed to evade any meaningful rate regulation by FERC." The complaint said that generators had not filed quarterly explanations of their costs, and did not detail their rates with FERC when the state's Department of Water Resources made short-term purchases.

FERC received a complaint from Lockyer in 2001 asking for up to $9 billion in charges to be refunded. The agency has said that it will have a response to that complaint in August, and has signaled that any refunds would not match the full amount California is seeking.

Gary Ackerman, who represents the Western Power Trading Forum for generators and traders, said Lockyer's suit gives an inaccurate picture of the information generators were required by federal rules to report. "This has no basis in any federal legislation or statute. It's just not there," Ackerman told the Sacramento Bee.
