TVA Announces Transmission Agreements

LCG, Apr. 19, 2002--The Tennessee Valley Authority and neighboring transmission operators in the Southeast and Midwest have reached agreements on integrated operation of their grids, the government agency said Wednesday.

The Midwest Independent System Operator, and the utilities Southern Co. and Entergy Corp. have been involved in the talks. The TVA manages a transmission system spanning seven states, and by developing common procedures and rules with surrounding areas, it will assist in the promotion of large regional transmission organizations (RTO's), proposals for which are required by the Federal Energy Regulatory Commission. RTO's are intended to make transmission access open and competitive.

While the TVA itself cannot belong to an RTO, its announcement indicates the possibility of tighter integration between the southeast and the Pennsylvania-Jersey-Maryland Interconection, or PJM. Jim Torgerson, president and chief exceutive of the Midwest ISO (MISO), which has a pending agreement with PJM, said the MISO's negotiations with TVA will advance the prospect of a large market throughout the eastern part of the country. Torgerson said, "we'll have a large and robust market, and it will mitigate market power."
