Florida Power Selects 'Self-Build' for Next Hines Unit

LCG, June 7, 2002--After Florida Power reviewed proposals from seven companies and its own proposal for building 540 megawatts of new generation, the utility selected its merchant energy unit's bid.

The new construction, which would need to meet the test of demonstrated need according to the Florida Public Service Commission, would add capacity in December 2005, if project plans are followed.

Bill Habermeyer, president and CEO of Florida Power, said, "Florida Power is committed to providing an ample supply of reliable energy to our customers at the lowest possible cost. As part of Progress Energy, we are part of one of the largest generators of electricity in the U.S., and building low-cost and efficient power plants is something we do very well."

A group of merchant energy companies that have bid on such projects, including this one, had complained that Florida Power and Florida Power & Light, the other large utility in Florida, have yet to select bidders other than themselves for new generation projects. In May, the Public Service Commission voted to examine the bidding process for energy projects.

The first combined-cycle unit to begin operating at the Hines Energy Complex in Polk County came on line in 1999. A second is now underway, and should be completed by 2003, according to the company.
