SMUD's Control Area Departs ISO
LCG, June 20, 2002--Early this week, the Sacramento Municipal Utility District took over operation of its own control area from the California Independent System Operator, partly to insulate itself from what SMUD's board President Genevieve Shiroma called "market-driven blackouts".The move will not change rates for customers within SMUD, but it will mean SMUD will make all minute-to-minute balancing decisions to keep demand and supply of power in equilibrium. As such, the utility district will no longer pay grid-management charges to the ISO. Jim Tracy, director of SMUD's planning and budget, told the Sacramento Bee that, depending on the direction of ISO's charges, SMUD might save $2 to $30 million yearly, starting in 2003.SMUD will not be subject to ISO-instigated rolling blackouts, although if there is a chance that the ISO grid could collapse due to equipment failure, SMUD would be prepared to act as needed. In situations in which generators do not generate within the ISO control areas for fear of not being paid, SMUD would have no obligation to the ISO.
