North Carolina Enacts Stricter Emission Limits
LCG, July 26, 2002--North Carolina has signed into law rules that will require power plants to reduce emissions of sulfur dioxide and nitrogen oxide, reductions that are in excess of federal limits.According to the new rules, power plants in the state will need to cut sulfur dioxide emissions by 74 percent compared to 1998 levels, and cut nitrogen oxide by 78 percent, by 2013. Gov. Michael Easley, a Democrat, told a conference of Southern governors two months ago that the rules imposed on the federal level had been inadequate. The Great Smoky Mountains National Park has experienced 20 smog alert days since May 1, compared to 18 in downtown Atlanta.Other states that have imposed similar restrictions include Massachusetts, Illinois and Texas, where the restrictions were enacted under then-Governor George Bush. The limits were focused mainly on older coal-burning plants. Some members of Congress and the White House, through top EPA officials, have disagreed over whether the administration is focusing on curbing or easing air pollution limits covering power generators.
