Interior Secretary Suggests Boost For Geothermal in Nevada

LCG, July 26, 2002--Producers of geothermal energy were given encouragement by Interior Secretary Gale Norton yesterday, with her announcement that federal land in Nevada will be available for lease in September.

The announcement, which Norton made after visiting the Yankee Caithness goethermal plant, covers eight separate areas, and would allow the number of geothermal plants in the state to expand beyond the existing twelve now in operation. Together, the plants are capable of producing 169 megawatts.

The Secretary said the Bush administration supports geothermal power, and is behind Rep. Jim Gibbons' (R-Nev.) plan to give new geothermal plants freedom from paying the federal government royalties. Norton said the impact of another proposal, for a 1.7 cents-per-kilowatt tax credit was not seen favorably, and that "energy legislation has to be economically realistic."

Speaking for the Geothermal Energy Association, Karl Gawell, executive director, said a tax credit is the assocation members' higher priority, compared with the royalty proposal. Wind production has experienced 40 percent annual increases in production due in part to tax credits. Jon Wellinghoff, a Las Vegas lawyer, was quoted in the Las Vegas Review-Journal on the importance of a tax credit to a client company. "The production tax credit is the cake and the royalty can be the icing," he said. "If we don't get the cake, we won't need the icing."
