California PUC Accused of Mishandling Contract Bidding
LCG, July 29, 2002-The Black Chamber of Commerce, California Disabled Veterans Alliance, California American Hispanic Chamber of Commerce, and the Council of Asian American Business Association have asked for a state investigation of $100 million in energy contracts. The advocacy groups say that the California Public Utilities Commission did not obey state contracting law when conducting bidding.Over this summer the PUC signed nearly 100 contracts with companies for promotion of energy saving devices, such as for fluorescent bulbs and insulation. The groups say that the PUC's method of awarding contracts did not allow their members to compete in the bidding, alleging insufficient publicity and improper bidding processes.PUC contends that it does not have to operate according to state contracting rules, and PUC energy division head Paul Clanon says that 10 percent of the money in question went to businesses owned by women or by ethnic minorities.
