Colorado Wind Farm Construction Appears Likely

LCG, Sep. 4, 2002--A proposed 162-megawatt wind farm first pursued by Enron Corp.'s Enron Wind subsidiary may be built by GE Power Systems, and its output bought by Colorado utility Xcel Energy.

A spokesman for Xcel, STeve Roalstad, commented, "Our negotiations are copmleted with GE, and we have to move forward to get the Public Utilities Commission's approval at this point." GE Power systems would serve as the plant operator, and is now in negotiations to sell ownership rights to American Electric Power (AEP), of Columbus, Ohio.

The prospects for the farm, called the Golden Prairie Wind Farm, were uncertain until production tax credits for wind power users were renewed by the government. In March, following the credits' renewal, GE Power bought the project from Enron Wind.

The negotiations with AEP, in addition to PUC approval, will be necessary to move the project toward a possible in-service date late next year. The cost of building the wind farm will be shared by all Xcel customers, not simply those who are willing to pay more for power generated by wind.
