New York and New England ISO's Cease Pursuit of Regional Merger

LCG, Nov. 22, 2002--Talks between ISO New England Inc. (ISO-NE) and the New York ISO (NYISO) will no longer be focused on forming a combined regional transmission organization, according to an announcement issued today by the two organizations.

The grid administrators for the respective regions will continue to use their recent discussions as the basis for minimizing "seams" issues, but feel that with the onset of the Federal Energy Regulatory Commission's standard market design (SMD) approaching, they will be less vulnerable to potential litigation by remaining separate.

"Today, ISO-NE and the NYISO have reluctantly withdrawn their NERTO proposal with FERC. This decision was made after careful consideration of all the comments filed on November 8th," as well as the "change in schedule for issuance of the Standard Market Design (SMD) final rule," said Gordon van Welie, president and CEO of ISO New England Inc. A filing by the two ISO's was made with the FERC on August 28th concerning the creation of a combined regional transmission organization.
