Nuclear Agency Criticizes Its Treatment of Ohio Reactor

LCG, Jan. 3, 2002--A unit of the Nuclear Regulatory Commission has found that the agency's staff put off shutting down the Davis-Besse nuclear plant in Ohio, due to owner FirstEnergy's concerns that its earnings would be impacted if Davis-Besse were to shut down before a scheduled outage.

A report by the Office of Inspector General found that inspectors for the agency were aware that they might find leaks caused by cracks in the reactor's lid, and that there was "strong "justification" for ordering the plant shut down in 2001. FirstEnergy warned the NRC that there could be power outages if the plant were to be shut down before February 2002, and apparently persuaded the agency not to order further inspections before regular maintenance.

In the view of Rep. Dennis Kucinich, the report, which was obtained before public release, show that "FirstEnergy and the NRC worked together to put profits above public safety. It's unacceptable."

The chairman of the NRC, Richard Meserve, has 90 days in which to make a formal response to the Office of Inspector General report. He told The Plain Dealer that the conditions at the plant were uncertain, and that inspectors made a reasonable decision given what they knew. "Safety is in fact our highest priority," he said.
