Bulgaria May Refuse to Close Nukes, Despite EU Concerns

LCG, January 9, 2003-Bulgaria, which agreed to close two nuclear reactors by 2006, may leave the generators in operation, as they produce fifty percent of the country's electricity.

Last year Bulgaria agreed to shut down reactors 3 and 4 at Kozloduy, as requested by Brussels in a move to pave the way to European Union membership. Reactors 1 and 2 were shut down in December.

Bulgaria's Supreme Administrative Court ruled, however, that the agreement contradicted a parliamentary vote which said the generators should operate until 2007. The case was brought on appeal by opposition Socialist Party members.

While Bulgarian officials note closing the nuclear plant will bring worthwhile benefits, some citizens worry that the power prices will become much too high.

Brussels believes that the Soviet-era plant constitutes a threat to safety.
An appeal by the government is expected, but if the resultant ruling keeps the nuclear reactors in operation, Bulgaria may have to renegotiate its standing with respect to EU membership with Brussels.
