PUC of Texas Approves Entergy Texas' Plans to Build Over 1,200 MW of Gas-Fired Capacity

LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

Puget Sound Energy Starts Construction on 142-MW Appaloosa Solar Project in Washington

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

Report Finds Xcel Service Standards Falsified

LCG, Mar. 14, 2003--Reporting by Xcel Energy Inc. on the duration of power outages was falsified, according to a report commissioned by Minnesota's Attorney General Mike Hatch, and the Minnesota Department of Commerce.

The report followed the Minnesota Public Utilities Commission's request that an investigation be launched into published allegations by unnamed sources that data had been changed. "It appears many different schemes have been used in order to keep durations down," the report by Eide Bailly LLP's Fraudwise said. Fraudwise is still investigating, and plans to produce a full report after the investigation.

"We are outraged at the accusations of corruption in our outage reporting system alleged in the Fraudwise report," a statement from Xcel said. Ken Zagzebski, the vice president of energy delivery, wrote, "We intend to refute each allegation and innuendo as soon as possible."

Xcel and state regulators arrived at a set of service standards during the creation of Xcel, through the merger of Northern States Power and New Centuries Energy Inc. in 2000. The agreement with regulators set penalties to be imposed if limits on outage durations or other standards were not met.
