Deterrents to Midwest Manipulation Get Conditional Approval

LCG, Mar 17, 2003--A system created by the Midwest Independent System Operator Inc. to reduce the likelihood of market manipulation has been given conditional approval by the Federal Energy Regulatory Commission.

The proposal would allow adjustment of suppliers' bids downward if they exceeded threshhold levels and raised the market clearing price by the lower of 200% or $100 per megawatt-hour. Local areas would have differing threshhold levels based on the level of congestion and excess of supply relative to demand.

In addition, the Midwest ISO would fine generators if they did not bid into the real-time market and meet minimum operating levels, such that market clearing prices were affected. FERC did not allow a proposal to fine generators for not bidding into the day-ahead market, as there is no mechanism to compensate generators for providing on-line capacity.

The Midwest ISO would not decide on any penalties it imposed. Rather, they would be determined by an independent market monitor. The Midwest ISO and PJM (Pennsylvania-Jersey-Maryland Interconnection) are continuing to develop compatible sets of rules to allow integration of their markets.
