LCG, September 12, 2025--Entergy announced yesterday that the Public Utility Commission of Texas (PUCT) approved Entergy Texas’ proposal to build two efficient natural gas-fired power plants to support the region’s rapid growth. The combined electric generating capacity of the two facilities, the Legend Power Station and the Lone Star Power Station, will add over 1,200 MW to the Southeast Texas power grid to support new customer demand, increase reliability and lower costs for all customers. Both facilities are scheduled to commence operations by mid-2028.

LCG, September 4, 2025--Puget Sound Energy (PSE) announced yesterday that phased construction has commenced on its 142-MW Appaloosa Solar Project, a utility-scale solar facility underway in southeastern Washington. The project is being built by Qcells EPC, who will serve as the module manufacturer and the engineering, procurement, and construction (EPC) solution provider. Construction is scheduled through 2026, and commercial operation is expected at the end of next year.

FERC Rules to Preserve Charges Between Transmission Systems
LCG, April 1, 2003The Federal Energy Regulatory Commission decided grid operators can charge fees to transfer electricity from one operators transmission lines to another through their own.The case surfaced as PJM Interconnection and Midwest Independent System Operator applied to join their respective service territories. Midwest ISO serves some Southern States as well as several Midwest states including parts of Illinois, Indiana, Iowa, Kentucky, Maryland, Michigan, Minnesota, Ohio, and Wisconsin. PJM serves mid-Atlantic states.While some utilities have claimed that such "through-and-out" charges are unfair and hamper competition, FERC ruled that the two transmission operators will be allowed to continue charging fees to send electricity through their transmission lines from another operators lines.FERC Judge Herbert Grossman made the ruling yesterday, although FERC commissioners can revise Grossmans ruling. The judge also noted that if FERC throws out such fees, a new fee should be instated in such a way as to not allow utilities to shift costs to ratepayers.
