Contract Signed for Hydro-Quebec Hydropower Equipment

LCG, Apr. 2, 2003--A subsidiary of Hydro-Quebec, the Societe d'energie de la Baie James, signed a contract in March with ALSTOM for the engineering, delivery and installation of three hydropower turbine-generator sets at the Eastmain-1 hydropower plant.

Each of the turbine-generator sets will have a capacity of 160 megawatts, and will be built within the Baie-James (James Bay) Hydroelectric Development program. The Eastmain-1 project resulted from negotiations between Quebec's government and the Grand Council of the Crees, which included guarantees of job creation and business development. Another proposed power project, called Nottaway-Braodback-Rupert, was to be cancelled in the event that partial diversion of the Rupert River went forward. At least nine agreements and accords covering hydropower development were signed, marking greater cooperation between the Crees and the provincial government.

The turbines will be manufactured beginning in 2004, with all three turbine-generator sets to be commissioned by December 2006.
