Communications of FERC Commissioners and Analysts Under Scrutiny
LCG, Apr. 30, 2003--The office of the inspector general of the Department of Energy is investigating a conference call conducted by Federal Energy Regulatory Commission chairman and commissioner Nora Mead Brownell, during which the commissioners may have broken FERC rules regarding "ex parte" communications. The Public Utility District No. 1 of Snohomish County, Wash., asked last week that Wood and Brownell recuse themselves from a ruling on whether long-term contracts signed by the utility district should be overturned, . The request was refused, based on the commissioners' response that no more had been said regarding the commissioners not having found a reason to overturn the contracts than was said at an open meeting held earlier. A summary of the call with Wall Street analysts was posted by the FERC, and indicated that the conversation covered issues surrounding the 2000-2001 Western energy crisis. The probe by the DOE's office of the inspector general followed a request related by Sens. Joseph Lieberman, D-Conn., and Maria Cantwell, D-Wash., to Inspector General Gregory Friedman. A spokeswoman for Friedman, Wilma Slaughter, said "the office of the inspector general is initiating a preliminary inquiry into the matters raised by Senators Lieberman and Cantwell."
