Nuclear Research Contract Could Be Put Up for Bid
LCG, May 2, 2003--The Department of Energy is planning to open one of three contracts now held by the University of California for nuclear weapons research to competitive bidding, with the current contract set to expire in the fall of 2005."The university bears responsibility for the systemic management failures that came to light in 2002," said Energy Secretary Spencer Abraham, of Los Alamos National Laboratory. Until the announcement, nuclear weapons research at Los Alamos, Lawrence Livermore and Lawrence Berkeley laboratories had been conducted based on noncompetitive contracts, and currently provide $17 million to the university for the associated costs.A report on changes to enhance management effectiveness and national security protection given to Abraham indicated that while changes in personnel and other areas have been made, certain weaknesses regarding confidentiality of computer data at Los Alamos have still not been addressed. In 2002, $1.3 million worth of equipment was misplaced and never traced successfully, while claims for reimbursements for equipment and employee compensation were found lacking in substance. About three-quarters of the research conducted at the lab is related to weapons, while the rest is indirectly related.Members of Congress have also expressed dissatisfaction with the lab. Los Alamos has an annual budget of $1.6 billion, and employs 7,600. The UC Board of Regents will decide whether to pursue a bid in several months, although the UC President Richard Atkinson said the university leadership strongly believes national security should be entrusted to the school.
